CAN/ULC-S536:2019 is the Canadian standard for inspection and testing of fire alarm systems. It became mandatory in Ontario as of January 1, 2026, under O. Reg. 87/25. The standard requires annual inspections by a CFAA-certified technician, monthly checks by building staff, 100% device testing during the annual inspection, specific report formatting, and defined deficiency classifications. Most existing fire alarm systems can be inspected under the new standard without replacement. The change is about inspection methodology and documentation, not equipment specifications.

What is CAN/ULC-S536:2019?
CAN/ULC-S536:2019 (full name: Standard for the Inspection and Testing of Fire Alarm Systems) is the Canadian standard governing how commercial fire alarm systems must be inspected and tested. Published by Underwriters Laboratories of Canada, it is the current version of a standard in continuous development since the 1990s. Earlier versions are now superseded. The 2019 version is the operative standard in Ontario as of January 1, 2026, when the Ontario Fire Code, via O. Reg. 87/25, made compliance mandatory. It works alongside CAN/ULC-S537:2019 for verification, CAN/ULC-S524 for installation, and CAN/ULC-S561 for ULC-listed monitoring stations.

What does CAN/ULC-S536:2019 require?
Annual inspections
Every commercial fire alarm system needs annual inspection by a certified technician, covering 100% device testing, panel verification, notification appliance verification, monitoring station verification, and full documentation with every test result recorded and every deficiency photographed and classified.
Monthly and daily checks
Building staff perform monthly checks: manual pull station rotation, audible and visual signal verification, trouble signal review, and battery inspection. A daily visual check confirms the fire alarm control unit is in normal status. These are operational checks by building staff, separate from the certified technician annual inspection.
Reporting format and deficiency classification
Inspection reports must include building identification and system inventory, inspection date and technician credentials, device-by-device test records, a deficiency log with severity classifications, photo documentation, monitoring station verification, and AHJ submission confirmation where required. Deficiencies are classified as critical (life-safety risks requiring immediate action, with fire watch if repair cannot happen quickly) or non-critical (tracked, scheduled, and resolved).
What changed from CAN/ULC-S536:2013?
- No more sampling. The 2013 version allowed sampling of devices under certain conditions. The 2019 version requires 100% device testing every annual inspection.
- Updated report format. Specific data points and structure are now required, and older report templates may not satisfy the new format.
- Tightened deficiency classification. Clearer definitions of critical versus non-critical deficiencies, with more specific examples.
- Better integration with monitoring stations and improved alignment with NFPA 72 in some technical areas.
For property managers, the practical changes are mostly about reporting format and the move to 100% device testing. The underlying fire alarm equipment does not usually need to change.

Who can inspect under CAN/ULC-S536:2019?
A technician holding current Canadian Fire Alarm Association (CFAA) certification recognized by the Authority Having Jurisdiction. CFAA offers tiered certification, with more sophisticated systems requiring higher-level certification. Additional certifications often held alongside CFAA include NICET Levels I through IV in Fire Alarm Systems and manufacturer factory certifications in platforms such as Siemens Cerberus PRO, Mircom, Notifier, Edwards EST, and Fire-Lite. Procurement teams reviewing vendor qualifications typically request a credentials sheet showing each technician’s certifications and renewal dates.
How long does an inspection take?
A small commercial office of 50 to 100 devices takes 4 to 6 hours. A mid-size building of 300 to 600 devices takes 1 to 1.5 days. A high-rise condo with 1,000 to 2,000 or more devices takes 2 to 3 days, often phased. Building access, especially unit-side access in residential condos, often drives total schedule duration more than the testing itself.
What does a compliant report look like?
- A cover page with building identification, owner or operator, inspection date, and technician credentials.
- An executive summary with compliance status, deficiency count by severity, and critical issues flagged.
- A system inventory by zone or floor, with device counts and types.
- Device test records showing every device tested with pass or fail status.
- A deficiency log with severity classification, photo evidence, and remediation recommendations.
- A monitoring station verification record and AHJ submission confirmation where required.
- Technician credentials with CFAA certification numbers.
Reports that omit these elements may not be defensible if questioned by an AHJ or insurer.
